Czech telco České Radiokomunikace (CRA) and French high-performance computing firm Bull have signed a Memorandum of Understanding to develop an AI gigafactory in Czechia — a project carrying a total price tag of CZK 100 billion, roughly $4.5 billion.

Bull joins the CRA-led Czech AI Gigafactory initiative, the consortium bidding to build the facility under the EU-wide European AI Gigafactories program. DCD has approached both companies for further comment.

"The Memorandum of Understanding with Bull opens up opportunities for cooperation in both hardware and software, the two key components of an AI Gigafactory," CRA CEO Miloš Mastník said in a statement. "We want international and Czech companies, public administrations and researchers to be able to develop their own AI solutions here, helping the Czech Republic become a major center for artificial intelligence in Europe."

Who is Bull and what does it bring?

Bull isn't a household name in telecoms circles, but practitioners in HPC will know the lineage. It was formerly the AI, quantum and HPC division of IT multinational Atos, before the French government renamed it, spun it out, and nationalized it. The company now operates in 32 countries, supplying AI and high-performance computing services.

For the Czech consortium, Bull's contribution goes beyond compute muscle. Its supply-chain manufacturing capabilities could — in collaboration with Foxconn — enable server production in both Czechia and France. That's a real industrial angle, not just a capacity deal.

The agreement also commits more than 200 of Bull's AI engineers in the country to work on the gigafactory bid.

How would the $4.5bn be split?

The Czech AI Gigafactory initiative was announced in April 2025. According to Radio Prague International, the financing breaks down as follows, if the project wins approval:

  • CZK 70 billion ($3.1bn) from CRA — about 70 percent of the total
  • CZK 15 billion ($684m) from the Czech government
  • CZK 15 billion ($684m) from the European Commission

Put another way: the telco is putting up more than double the combined public money from Prague and Brussels.

What infrastructure does CRA already run?

CRA isn't starting from scratch. It already operates multiple data centers across six Czech cities: Prague, Brno, Ostrava, Zlín, Lužice, and Pardubice. That existing footprint gives the consortium operational experience and sites it can potentially leverage for the much larger gigafactory build.

What happens next?

The consortium still needs to win approval under the European AI Gigafactories program before anything is built. The MoU with Bull strengthens its hand on the two fronts Mastník flagged — hardware and software — and adds a manufacturing dimension through the potential Foxconn tie-up.

For Czech AI engineers, researchers and public administrations, the stakes are straightforward: a domestic facility where they could develop their own AI models rather than renting capacity abroad. For the regional data center market, a $4.5 billion build would be one of the largest single investments in Central European infrastructure to date.
