Omani renewable energy fund O-Green is backing a €7.4 billion ($8.3bn), 570MW data center campus in San Mateo de Gállego near Zaragoza, Spain — a project that reportedly replaces Vantage Data Centers' previously announced €3.2 billion ($3.6bn) development in the area.

In September 2025, Vantage announced its €3.2 billion investment in Zaragoza. A year later, the initiative reportedly has a new financial partner and a new location, according to El Economista.

The original plan targeted Villanueva de Gállego in partnership with Vantage Data Centers. The developers have reportedly dissolved that alliance and moved the project to San Mateo de Gállego. DCD has reached out to Vantage for comment.

Who is building CDC San Mateo?

The new campus, called CDC San Mateo, is being developed by Copiapo — a company linked to Atalaya Generación Eólica and Posidonia Inversiones — alongside the Aragonese group Desarrollos Ecoindustriales La Cartuja. Financing comes from O-Green, a fund affiliated with the Sultanate of Oman whose website lists a planned facility in Aragón.

The complex will occupy approximately 122 hectares south of the Río Gállego 1 industrial park. The design calls for:

  • Seven buildings across four phases
  • A total footprint of 1.22 million sqm (13 million sq ft)
  • Hosting for hyperscale workloads and high-density AI applications

The first phase is set to deliver 90MW and could go live in 2029.

What about power and water?

The project holds grid access permits for 80MW at the Peñaflor substation and 10MW at the Villanueva de Gállego substation — 90MW in total, exactly matching phase one. The developers have requested additional capacity, but those requests remain pending. Even if granted, the documented requests would not cover the 570MW target. The timeline for later phases therefore depends on new capacity allocations and customer demand.

Cooling and water supply remain unresolved. Project documentation weighs dry, hybrid, or evaporative cooling depending on customer needs. The campus plans to draw water from the Gállego River; the published figure for the first phase is 225 cubic meters per day, with no quantified total for the full build-out.

Preliminary consultations have begun to define the scope of the strategic environmental assessment, covering both the campus and its planned electrical and fiber-optic connections across several municipalities. The developers also await the Government of Aragon's declaration that the investment is of regional interest.

What is O-Green's track record?

O-Green Power is primarily a renewable energy developer, with a project portfolio spanning 12 countries and exceeding 11GW. According to the firm, its secured portfolio tops 3.3GW of wind and solar plus more than 2.3GWh of battery energy storage systems (BESS) in Oman and Botswana. O-Green targets more than 200MW ready for service by 2028 across Oman, Spain, and Europe.

A €7.4bn campus now hinges on grid capacity, water permits, and an environmental review that has only just started.
