Lansing-Area Data Center Plan Tests Michigan Township's Moratorium
LEAP and Lighthouse Sustainability pitched a 700MW, $10B data center in Delhi Township — which banned such projects in April and says it was never consulted. The township is quitting LEAP.

- $10 billion, 700MW data center proposed on 423 acres at 1375 College Road, Delhi Township, Michigan
- Delhi Township enacted a 12-month data center moratorium in April 2026; no application or end user exists yet
- LEAP holds a purchase option and a $6.5 million state grant for site readiness

- The township learned of the plan via press release and is ending its LEAP membership; a special meeting will weigh an opposing resolution

A $10 billion, 700MW data center campus has been proposed on 423 acres outside Lansing, Michigan — inside a township that banned new data center approvals a month ago and says it never heard a word about the plan before the press release.
The Lansing Economic Area Partnership (LEAP) and Lighthouse Sustainability announced the project this week for the Holt area of Delhi Township, south of Lansing in Ingham County. The site, known as the Holt Economic Opportunity Park at 1375 College Road, was previously mined for gravel on parts of the property.
For scale: 700MW is enough capacity to power hundreds of thousands of homes, putting the campus among the larger single-site builds floated in the Midwest.
Who's behind it?
Lighthouse Sustainability is a new entrant. Founder Gary Dorris previously built Ascend Analytics, an energy analytics software and consulting firm. Lighthouse's website claims a development pipeline of more than 2GW, though the Holt project is the company's only listed development — a discrepancy practitioners will notice when weighing the sponsor's track record.
Dorris framed the announcement as the start of a conversation rather than a done deal. "Throughout my career, I have worked to find new ways to deliver cleaner, more affordable power," he said. "We are not here to make a pronouncement, but to invite Holt residents to help shape a shared vision guided by community priorities, grounded in evidence, and designed to create lasting value."
LEAP holds an option to purchase the property and has secured a $6.5 million state grant for site readiness work. "Delhi Township had a vision for the property before we sought a development partner," said Bob Trezise, president and CEO of LEAP. "We chose Lighthouse because they bring deep renewable energy expertise and a commitment to making development work for the people who live here."
What does the moratorium actually mean here?
Delhi Township enacted a 12-month moratorium on data centers in April 2026. The developers say they'll respect it: no application has been filed, and no end user has been identified. LEAP and Lighthouse say they will "focus on a community engagement strategy for possible future development on the site," using the interim to lay out the project's local benefits and their approach to development.
"This engagement process gives residents time to examine studies, question the project team, and provide input for a proposal before the Township is asked to consider it," the group said in a press release.
Why are township officials furious?
Because they found out with everyone else. In a social media post, the township board said it learned of the data center plans through LEAP's public announcement and had not been part of any discussions. The township is also ending its LEAP membership "effective immediately."
"The Township is learning about the LEAP/Lighthouse Sustainability announcement at the same time as members of the media," said Tracy Miller, Delhi Charter Township manager. "Township board members have not received any kind of land use application or proposal from a data center developer. To be very clear, this topic has not been discussed at Township Board meetings."
Miller didn't stop there. "The LEAP/Lighthouse effort is independent from the Delhi Township board, planning commission, or administration, and the township was not at all aware of this announcement before receiving a press release on Tuesday," she said.
The township board has scheduled a special meeting later this week to consider a resolution opposing any data center development in the township. That resolution also calls on Lighthouse to "keep its promise and stop its proposal if it attracts local opposition" — a direct challenge to Dorris's framing of a community-shaped process.
What changes for developers watching this?
A few things. First, the deal structure here is unusual: an economic development agency holding a purchase option and a state grant moving first, with no hyperscaler or operator attached. That's a spec play at a scale most spec plays don't attempt.
Second, the optics problem is severe. Announcing a 700MW project in a township that passed a moratorium weeks earlier — without briefing the board — has already cost LEAP a member and likely hardened local opposition before any engagement effort started.
Third, the moratorium clock matters. If township sentiment holds, the 12-month pause gives opponents time to formalize restrictions, and the $6.5 million in site readiness work buys land prep, not entitlements. Until an application lands and a user signs, this is a proposal on paper — and a case study in how not to introduce one.
