Spec summary

  1. BlackRock CEO Larry Fink told CNBC a US data center moratorium could trigger a recession
  2. JLL forecasts data center capacity through 2030 will require $3 trillion in investment
  3. Global data center occupancy stands at 97 percent, with 77 percent of the pipeline pre-committed
  4. US data center vacancy has held at one percent for three consecutive years
  5. Loudoun County, Virginia voted last month to block new data center applications

A countrywide pause on US data center construction would push the economy into recession, BlackRock CEO Larry Fink warned in comments to CNBC this week. His argument rests on simple arithmetic: after years of massive AI infrastructure investment, too much of the US economy now rides on the buildout continuing.

Fink didn't soften his view on what's driving the resistance. Opposition to data centers is mostly "misinformation," he said, arguing the facilities are creating "more new jobs than ever before."

The numbers behind his concern come from real estate services firm JLL. Forecast data center capacity through 2030 requires $3 trillion in total investment — roughly the annual output of the entire UK economy. Demand metrics stay tight:

  • 97 percent global occupancy across existing capacity
  • 77 percent of the construction pipeline already pre-committed to tenants
  • US demand at five times its level of two years ago
  • US vacancy rates holding at one percent for three consecutive years

JLL says investor confidence in the sector remains clear, with development accelerating to keep pace.

Why are moratoriums spreading anyway?

Despite that demand picture, US communities, local officials, and media outlets are pushing back. Multiple moratoriums are being considered or implemented across the country. The shortest implemented pause lasted just one week; the longest will stretch to a year and a half.

Even friendly jurisdictions are rethinking. Loudoun County in Virginia — the heart of the state's "Data Center Alley" — voted last month to block new facility applications.

So the sector faces a two-front problem: demand that can't be satisfied fast enough, and a permitting environment tightening at the same time.

What could actually delay the buildout?

Moratoriums are only part of the risk. Energy costs and grid upgrades dominate US policy discussions and remain far from resolved — every new facility needs power that existing infrastructure wasn't built to deliver.

Supply constraints compound the problem. Explosive growth has produced shortages in equipment, raw materials, and skilled labor, causing project delivery delays globally. Even where permits come through, builders can't always get what they need to finish on schedule.

What does this mean for operators and investors?

For practitioners, Fink's warning reads less as a macro forecast and more as a signal about political risk. The financial community's top voice is framing local permitting fights as a national economic issue — that framing could accelerate federal or state-level intervention to streamline approvals, or it could harden community opposition further.

The JLL figures suggest fundamentals aren't the problem. One percent vacancy for three straight years and a 77 percent pre-committed pipeline mean tenants are competing for capacity that doesn't exist yet. If moratoriums spread from weeks-long pauses toward the eighteen-month end of the range, that unmet demand flows into higher lease rates and longer lead times.

The bottleneck question now isn't whether capital wants in — it's whether power, supply chains, and local politics let the $3 trillion get spent.
