Amazon Web Services has filed a Preliminary Land Development Plan for a 36-building data center campus in Homer City, Indiana County, Pennsylvania — a project expected to create 1,500–2,000 jobs with salaries averaging $80,000 to $100,000.
The filing, submitted to local authorities, moves the project from early discussions to formal review. AWS first signaled interest in the area in early August, when it confirmed talks with Homer City Redevelopment.
Where will the campus be built?
The campus will occupy 1,100 acres at the Homer City Energy Campus, roughly 50 miles east of Pittsburgh. The land spans Center and Blacklick Townships across six sites: Bruner, Helen, Green, West, Harvey/Gaston, and Rura.
Beyond the 36 data centers, the plan includes:
- Office and storage space
- Electrical substation infrastructure
- Occupied and unoccupied security features
- Redundant electrical generation
Each data center building will stand two stories at 70 feet (21 meters), with 225,000 sq ft (20,903 sqm) of floor space.
What is the construction timeline?
Work will proceed in four phases. Construction begins in December 2026, the final phase starts in January 2032, and AWS targets full completion by June 2036. Knighhead Capital Management is financing the project.
How will the campus be powered?
A 4.5GW natural gas power generation facility, under construction by Homer City Redevelopment, will supply the site. Plans for the gas plant were announced last year, with data centers named as a targeted customer.
The location previously hosted the Homer City Generating Station, a 2GW coal plant that operated from 1969 to 2023 and ranked as Pennsylvania's largest coal-burning power plant. Most of the new gas plant's output will feed the data center campus, but more than 1GW will be injected back into the grid.
AWS has committed to establishing a community benefits agreement to "mitigate community impacts and ensure the Project delivers tangible local benefits."
How does this fit AWS's broader Pennsylvania footprint?
Amazon has pledged roughly $20 billion in investment across Pennsylvania, spanning multiple campuses. The Homer City filing adds to an expanding statewide pipeline:
- AWS has pursued development in Salem Township since early 2024, acquiring an existing data center from Talen Energy plus around 1,200 acres adjacent to Talen's nuclear power plant, with plans for up to 15 buildings
- The company has also explored development in Falls and Kline Townships
Earlier this month, AWS dropped non-disclosure agreements covering its data center projects and committed $1 billion in additional community investments across the US.
