A $366 million data center project has been filed with the Texas Department of Licensing and Regulation for Cedar Creek, Bastrop County — a development reportedly tied to AI lab Anthropic.

The filing, named Project Longhorn – Building One, covers 498,165 sq ft (46,281 sqm) at Earl Callahan Road near Walter Hoffman Road. Construction is scheduled to begin on November 30, 2026, with completion targeted for the end of January 2028.

What sits behind the filing?

The data center forms part of a larger scheme in the Cedar Creek area. Anthropic is reportedly in talks to lease a major data center campus there, backed by a 2,842-acre gas-fired electric generation facility.

At full buildout, the power plant is expected to deliver 710MW of "site-rated redundant power using simple-cycle natural gas turbines" supporting 490MW of IT capacity.

Representatives for Black Chamber, Pacifico Energy, and Anthropic did not respond to BizJournals' requests for comment on the project.

Who are the developers?

  • Pacifico Energy: the energy arm of investment firm Pacifico Group, based in San Juan, California, with interests in renewable and fossil fuel-based projects. Earlier this year it secured a 7.65GW air permit from the Texas Commission on Environmental Quality (TCEQ) for its planned 5GW GW Ranch project in West Texas.
  • Black Chamber Partners: part of a private equity firm focused on data center development, typically in Northern Virginia. Founded in 2019, it develops build-to-suit powered shells for hyperscalers.

How does the Bastrop County cluster fit in?

The project sits near EdgeConneX's major campus in the area. Four more EdgeConneX data center buildings were filed in August 2026, and the company's Bastrop County footprint could exceed a dozen buildings across more than 1,500 acres at full buildout. At least part of that capacity is set to be leased to AI cloud firm CoreWeave.

Bastrop County lies outside Austin, Texas.

Will Texas regulators allow it?

The filing arrives amid growing friction over data center growth in Texas. In September, Governor Greg Abbott halted all new data center permits from the state's environmental agency until it completes a large-scale audit of facilities seeking connection to the Electric Reliability Council of Texas (ERCOT) grid. ERCOT aims to finish the audit by December.

Despite the statewide pause, the new Cedar Creek filing indicates that this project is moving ahead.
